Krishna states a universal principle here. Whatever thought fills the mind at the moment of leaving the body — that is what one becomes in the next life. This applies to everyone, not just devotees.

Think about how the last thought before sleep often becomes the first thought on waking. The mind carries its final impression forward. In the same way, the final moment of life sets the direction for what comes after.

The phrase "sada tadbhavabhavitah" is key. The thought that arises at death does not appear randomly. It is the fruit of a lifetime of habits. Whatever one thinks about day after day — that is what surfaces when the body is finally released. This is why daily remembrance of God matters.

This shloka expands on 8.5. There, Krishna said that remembering Him leads to Him. Here, He gives the general rule: whatever one remembers, that is what one attains. The next shloka (8.7) draws the practical conclusion — therefore, remember Me at all times, and continue to do your duty.
