यतेन्द्रियमनोबुद्धिर्मुनिर्मोक्षपरायणः ।
विगतेच्छाभयक्रोधो यः सदा मुक्त एव सः ॥
Yatendriya-mano-buddhir-munir-moksha-parayanah
Vigateccha-bhaya-krodho yah sada mukta eva sah
यतेन्द्रियमनोबुद्धिः
whose senses, mind, and intellect are controlled

whose supreme goal is moksha
विगतेच्छा

भयक्रोधः

This shloka completes the meditation instruction begun in 5.27. The muni whose senses, mind, and intellect are all under control, who holds moksha as the highest aim, and from whom desire, fear, and anger have departed — that person is forever liberated.

Notice the words 'sada muktah' — always free. Liberation is not some future event. Whoever has brought these three — senses, mind, intellect — under mastery, that person is free right now, in this very moment.

This shloka is the second half of the 5.27-28 pair. Verse 27 described the method; verse 28 describes the result. Tradition considers 'sada mukta eva sah' the most concise and direct description of jivanmukti — liberation while still alive.
