Rishis whose sins have been spent, whose doubts have been severed, whose minds are under control, and who are engaged in the welfare of all living beings — they attain brahma-nirvana.

Four qualities are listed here. Freedom from sin. Freedom from doubt. Mastery over the mind. And dedication to the good of all. When all four come together, the peace of Brahman is attained. Any one quality by itself is not enough.

This shloka follows 5.24 and continues the theme of brahma-nirvana. The phrase 'sarva-bhuta-hite ratah' — devoted to the welfare of all beings — is especially significant. Tradition holds that personal sadhana alone does not suffice; a sense of responsibility toward others is also part of the path to liberation.
