दण्डो दमयतामस्मि नीतिरस्मि जिगीषताम् ।
मौनं चैवास्मि गुह्यानां ज्ञानं ज्ञानवतामहम् ॥
Dando damayatam asmi neetir asmi jigeeshatam,
Maunam chaivasmi guhyanam jnanam jnanavatamaham.

the rod of punishment — just governance
दमयताम् अस्मि
among those who discipline I am
नीतिः अस्मि
I am statesmanship — wise strategy
जिगीषताम्
among those who seek victory
मौनम् च एव अस्मि
and I am silence
गुह्यानाम्
among secrets
ज्ञानम्

ज्ञानवताम् अहम्
among the knowledgeable I am

Danda — the rod of just punishment. When a ruler enforces law fairly, that enforcement itself is divine. It protects dharma. Neeti — wise strategy and statesmanship. Where victory is pursued through intelligence rather than brute force, the divine is present.

The deepest vibhuti in this shloka is the last: among secrets, I am silence. What is the greatest mystery? It cannot be put into words. The divine, at its core, is beyond all language. That is why the most profound manifestation of the divine is not a sound but its absence. Where words end, the deepest truth resides.

The identification of silence as a vibhuti connects to the Upanishadic tradition of neti-neti — not this, not this. The divine is approached by negation, by recognizing what it is not. Where speech falls short, there the divine is most intimately present.

Chapter 13 lists the qualities of knowledge at length. In 10.38, knowledge itself is named as a vibhuti among the wise — giving that list a divine dimension.
