Krishna explains the practical difficulty. Taking up renunciation without first practicing Karma Yoga is extremely hard. The mind stays entangled with the world even if the body puts on ochre robes.

But one who contemplates while engaged in Karma Yoga — that muni attains Brahman quickly. Like milk kept over a gentle flame: it warms slowly, steadily, and eventually boils. The yogi's mind ripens in the same gradual way and merges with the Supreme.

This shloka establishes the practical superiority of Karma Yoga. Krishna does not reject renunciation — he simply says it is difficult without the discipline of Yoga. Tradition holds that without Yoga's purification of the mind, renunciation remains only an outer garment.
