मद्भावा मानसा जाता येषां लोक इमाः प्रजाः ॥

Here is a portrait of creation itself. The seven great sages, the four Sanakadi Kumaras, and the Manus — all of them were born from Krishna's mind. Manasa jata: mind-born. From these progenitors, all the creatures in the world descended. So the first act of creation was a thought. From that thought, the world took shape.

The word madbhava is key. These sages carried Krishna's own nature within them. They were not independent creators acting on their own initiative. They reflected the divine impulse. And because they carried that nature, the generations that followed them also carry a spark of the same consciousness.

This shloka introduces the first specific vibhuti in terms of persons. Shlokas 10.4-5 described qualities; now the narrative moves to the great beings of creation. The seven sages — Bhrigu, Marichi, Atri, Pulastya, Pulaha, Kratu, Vasishtha — are traditionally named in this count.
