Krishna clarifies his role. Prakriti does the creating — trees, rivers, insects, humans, mountains, everything that moves and everything that stands still. But prakriti does not act on its own. It operates under Krishna's supervision.
Imagine a large household. The cook cooks, the gardener tends the garden, the children study. Each person does their work. But the household runs smoothly because someone is overseeing the whole — quietly, from above. Krishna is that 'adhyaksha,' that presiding presence.
The word 'adhyaksha' means the one who watches from above and directs. It complements the 'udasinavat' of 9.9. Krishna oversees without getting entangled.
